The Urbanisation Dialogue between the EU and China. Reality Check

In the EU-China 2020 Strategic Agenda for Cooperation a whole chapter addressed urbanisation. Both sides resolved to improve the governing framework of the EU-China Partnership, support the development of numerous relevant city pairings and steer EU-China urbanisation cooperation by the Joint Steering Committee of the EU-China Urbanisation Partnership. A few years later officials from the European Commission and European External Action Service express feelings of disappointment with the results of the EU’s actions aimed at promotion of sub-state cooperation with China and the urbanisation disappeared from the top of the EU-China political agenda. In the EU’s Strategy towards China, published in 2016, the urbanisation partnership was not even mentioned. The Joint Steering Committee of the EU-China Urbanisation Partnership has never been established. The paper answers the question why the urbanisation dialogue with China has not developed as planned. The author also sketched the list of activities that should be undertaken if the EU wants to benefit from the development of city-to-city contacts with China.
