Streszczenie
The presented work, using the achievements of the new institutional economics and economic analysis of law, tries to identify the interdependence between the current planning law and the spatial and financial
consequences resulting from its application. An extremely important issue appearing on the pages of this book, and resulting from the applicable legal regulations – it is also a matter of interpretation of the law by the administrative courts whose decisions in the light of the objectives and principles of spatial planning contribute to deepening the chaos of planning and the resulting conflicts. The author suggests that the spatial order in economic terms is immaterial public good that reduces (optimizes) “operating costs” of a man in space. He classified the financial consequences of the adoption and implementation of local management plans on the basis of the new institutional economics. The author tries to identify the reasons that discourage municipalities from enacting local management plans, and thus from creating the most reliable instruments to maintaining spatial order. The book is addressed to a wide circle of readers interested in spatial planning, both students of this direction and economists, geographers, urban planners, lawyers, environmentalists and geographers.
