Decision-making at a local level concerning employment&#13;
involves a need for estimating the character and extent of&#13;
unemployment. Unemployment is generated by various causes such&#13;
as business cycles, seasonal fluctuations, disproportions between&#13;
professional qualifications of the unemployed and requirements&#13;
ensuing from the structure of vacant Jobs as well as by manpower&#13;
mobility and gaps in information flow with in the labour market.&#13;
To ensure effective counteraction of unemployment by the local&#13;
employment policy it is necessary to apply selective strategic&#13;
programs at the local level addressed to particular forms of&#13;
unemployment. The basic difficulty encountered in realization of&#13;
such programs is connected with identification and quantitative&#13;
determination of different unemployment categories. It is worth&#13;
noting here that traditional forms of unemployment classification&#13;
are, to a bigger extent, a product of abstract economic analysis&#13;
than an effect of adaptation to the available statistical&#13;
reporting.

Development of the social infrastructure in Lodz urban&#13;
administrative province is discussed in the article against the&#13;
bасkground of the social infrastructure in Warsaw and Cracow&#13;
administrative provinces in the years 1975-1978. The functioning&#13;
of the social infrastructure was analyzed with application of&#13;
many indices characterizing the degree to which the area is&#13;
equipped with infrastructural facilities and evaluating the&#13;
functioning of these facilities. The performed analysis based&#13;
on basic trends of transformations in the demographic and socio-professional structure in Lodz administrative province allowed&#13;
to emphasize the role of human factor information of the social&#13;
infrastructure as well as general principles of planning infrastructural facilities in spatial systems.

The article discusses the situation in the labour market in&#13;
Lodz administrative province over the years 1976-1980. The&#13;
empirical foundation was provided by data contained in reports&#13;
of the Employment and Welfare Department in Lodz.&#13;
The situation was assessed by means of a measure characerizing the degree of confrontation of demand (number of&#13;
vacant Jobs) and supply (number of job seekers) of labour. There&#13;
was revealed a sortage of labour in the analyzed period and&#13;
especially as regards skilled labour.&#13;
The next Part of the article deals with actions undertaken&#13;
by the local employment organ in order to ensure more effective&#13;
use of labour resources in the situation of their declining&#13;
increment.

<summary type="text">Ruch zatrudnionych w gospodarce uspołecznionej województwa miejskiego łódzkiego w latach 1975-1980

The article contains analysis of labour mobility in Lodz&#13;
urban administrative province over the period 1975-1980 with the&#13;
period being treated as a certain closed stage in development&#13;
of the province. The analysis was based on statistical data&#13;
concerning the structure and dynamics of employment and components of labour mobility such as employment and dismissal from&#13;
work. It is preceded by a short discussion of determinants of&#13;
labour mobility with the main attention focussed on factors&#13;
accounting for mobility of personnel. The performed analysis&#13;
allowed to formulate several conclusions. First of all, there&#13;
was observed a strong influence exerted on certain characteristic structural features of labour mobility by the situation&#13;
in the regional labour market revealing a substantial deficit&#13;
of labour. There were also discovered considerable deviations&#13;
from the general trend in the case of some elements of labour&#13;
mobility in the initial and final year of the examined period&#13;
i.e. in 1975 and 1960. It allowed to formulate a hypothesis&#13;
about the in fluence exerted by transformations in the socio-economic life on processes occuring in the sphere of employment.&#13;
The analysis ends with a short description of changes which will&#13;
affect labour management in Lodz administrative province in the&#13;
eighties.
