Nowadays the activity of innovation support organizations seems important in the acquisition&#13;
and diffusion of innovative solutions to the regional economies in order to build their competitive&#13;
advantage. In the paper the socio-economic conditions of a French Rhône-Alpes region and the&#13;
functioning of innovation support organizations in this region are developed. Then, some recommendations&#13;
regarding the effectiveness of innovation support organizations in Rhône-Alpes are&#13;
proposed; they can be useful also for Polish regions as best practices.

Education can be seen as a strong condition for boosting the economy of a territory. More and&#13;
more efforts have been recently made towards a governance-led process of formulating and implementing&#13;
various levels of policy instruments. The new EU programming period has become an&#13;
opportunity to test the governance issues and go through the multi-stakeholder and multi-territorial&#13;
planning process for the benefit of education, i.e. one of the priorities in Silesia. The paper offers&#13;
both methodological and empirical efforts to reflect upon the dialogue for a strong regional policy.

<summary type="text">Koncepcja „smart city” w założeniach polityki rozwoju miasta – polska perspektywa

Smart city can be considered as a territory with high capacity for learning and innovation,&#13;
creative, with research and development institutions, higher education, infrastructure and digital&#13;
communication technologies, as well as a high level of management performance. Cities can&#13;
therefore be defined as "smart", they have human and social capital, traditional and modern&#13;
communication infrastructure (transport, respectively, and communication technologies), the&#13;
development is consistent with the theory of sustainable development and participatory&#13;
governance ensures better quality of life.&#13;
The purpose of this article is to attempt to answer the question of how Polish cities meet the&#13;
criteria for the concept of smart cities, and how the implementation of this concept is reflected in&#13;
the Polish documents relating to the development of the country and cities.
