Pomiar poziomu rozwoju społeczno-gospodarczego gmin na przykładzie województwa łódzkiego Turała, Maciej The article is composed of three major parts. The first part is dedicated to analyzing the concept of local development. It provides an overview of factors determining development of communes and argues that development should be treated as an overriding objective in managing communes. The second part of the article is devoted to presenting a method of measuring the level of socio-economic development on a communal level. The article presents a Composite Development Index constructed using 10 partial indices relating to various socio-economical dimensions of communal development. The article is concluded with an analysis of development levels in communes of Łódź region.

Centra logistyczne w Polsce - uwarunkowania rozwoju oraz aspekty lokalizacyjne Kaźmierski, Jan Logistic centers, which became strategic factor of regional development, has crucial impact on regional and local competitiveness. A statement that logistic centers are the future of regional development is today more a thesis than a topic of discussion. They have been appearing recently in the economically developed countries (usually in regional and urban systems) as a new organizational form which makes the logistics-related processes more effective. Logistic centers should be considered as an element of economic infrastructure in a region. Creation of logistic centers means infrastructural investments which stimulate economic development of communes, cities or counties. They become a factor which, to a large extent, determines the openness of a region, its competitiveness and capabilities of using the resources. The paper discusses various positive aspects of creating logistic centers in a region or in the peripheries of cities - the ones w hich have a beneficial influence on economic development of a given area.

Uwagi na temat standardów realizacji usług publicznych Reichel, Janusz The article presents some remarks on standards for public services. The author discusses dillerent approaches to establishing standards for public services. He recommends the approach similar to the approach presented by the quality standards like for example ISO 9001. The approach of this kind set certain requirements for the management system and could assure the highest quality of public services better than the multiplication of standards (mainly based on setting “product requirements") created for each public service.

Lokalne programy rewitalizacji wobec problemów mieszkaniowych miasta - przykład Łodzi Stawasz, Danuta The transformation in the social, economic, spatial and environmental dimension is also reflected in the situation of Polish cities. The presented article takes up an issue of multi- -dimensional transformation of urban space through revitalisation projects. The state of physical development of a city - in particular of its downtown areas - is often a significant barrier to its dynamic development. It is often necessary to practically reconstruct the whole neighbourhoods. This paper presents the process of revitalisation in the spatial, economic, social, environmental, communication, aesthetics and functional dimensions while outlining the objectives and effects of such changes in a city. The general assumptions of the programme of revitalisation of Łódź - PROREVITA - have also been presented, with most emphasis placed on housing issues. The example of Łódź has been used to present the effects with regards to improving the housing resources through revitalisation projects. The role of Social Construction Associations in the process of systematic reconstruction of urban space has also been outlined.
