The present way of financing It arouses many reservations and does not lead to any significant increase In resources allocated on It and, simultaneously, It does not contribute, to any greater extent, to rational admlnistrat Ion of these resources. In order to create a good system of financing development of a town and its economy. It is necessary to perform major systemic changes, as well as changes in detailed solutions resulting from the former. The artlcfe outlines general directions of proposed reform in this field. Komercjalizacja jako narzędzie podziału usług społecznych Hereźniak, Grażyna In view of irrational use of resources in the social services sphere and constraints on the side of supply of social services, an enhanced significance is attributed to rationalization of the process? of their generation and distribution. The authoress points at the necessity of searching for methods and ways of activity, which would force out more effective solutions within the framework of the existing systtem of social services. One of such instruments paving the way for increasing socio-economic effectiveness of these services is considered to be adoption of the commercialization principles lo the systom of their distribution. The article contains a review of those views which had paved the way for a critical attitude toward the concept of functioning of the public utilities sector dominating In US economic theory and practice and growing IncreasingI у more intensive since the late fifties. The main emphasis has been placed In the article on the role of the pricing mechanism, which Is a crucial element of this concept. The author intends to prove that two factors lay at the foundations of the critical attitude and ensuing demand for "commercialization"of this mechanism. These factors were: a conviction about failures of the previous price-regulation practice (In the light of theoretical assumptions) becoming more and more common, and development of theoretical studies on assumptions and consequences of the state intervention in the price-fixing process.
