Transition from a centrally planned economy to a market economy generates many&#13;
changes bothn of local and national character. The role of the Lodz Province tends to undergo&#13;
a constant evolution within the systemic transformation taking place in Poland. The province&#13;
needs structural changes in its economy in order to raise its effectiveness and adapt it to new&#13;
market conditions. The present article is focussed on presentation of structural transformations&#13;
in the local economy in the 1990s and discussion of different concepts concerning restructuring&#13;
of this administrative province. There are identified main factors of transformations and&#13;
analysed changes in the structure of employment and sales according to their types, in the&#13;
structure of local economy according to sectors and ownership. Main characteristics of these&#13;
transformations include relative stabilisation of industry in the province, on the one hand,&#13;
and growing role of services, on the other hand. Moreover, a rapid growth of employment&#13;
in the private sector tok place. It should be noted that the analysed process of structural&#13;
transformations is a long-term phenomenon by its very nature and it is continued all the&#13;
more so as the new territorial division of Poland came into force as of January 1st 1999.

Studies of the active labour market policy are an important element of knowledge about&#13;
counteracting of unemployment. They are more and more frequently undertaken in different&#13;
administrative provinces of Poland and their findings are expected to create an objective&#13;
picture of real activities of the State in the labour market.&#13;
The information presented in this article is an effect of questionnaire surveys carried out&#13;
in the Lodz Administrative Province in the second half of 1998. The performed analysis&#13;
indicates that no ready-made rules are available, which could be used by teams responsible&#13;
for the labour market policy in a given area. In accordance with existing conditions there&#13;
should be selected these instruments, which are the most effective and they should be changed&#13;
along with changing conditions. It seems necessary today to increase funds earmarked for&#13;
creation of new jobs, and the passive labour market policy should be restricted, because in&#13;
most cases it is of emergency character.

Under guidance of the School of Management, University of Edinburgh there was carried&#13;
 out a survey on participants of long-term management courses of study and MBA type, which&#13;
 were organised by four training centres operating in Poland within the so-called network of&#13;
 regional management centres of the British Konow-How Fund. The survey of this type was&#13;
 conducted in Poland for the first time. A general goal of the project was to examine&#13;
 effectiveness of such training programmes. The following criteria were taken into account&#13;
 when assessing effectiveness: progress in professional careers, assessment of the course itself&#13;
 with regard to its programme and substantive aspects, as well as possibilities of future&#13;
 professional development of managers.&#13;
 Two types of questionnaires were prepared and mailed. The first was addressed to course&#13;
 participants and it aimed at gathering opinions abourt quality of training and information&#13;
 about further professional careers of graduates. The other questionnaire was mailed to&#13;
 companies sending their employees to training courses. Both questionnaires had a similar&#13;
 structure. The questionnaire for course participants consisted of three parts: information&#13;
 concerning the course, content of the course and the respondent’s characteristics. For example,&#13;
 respondents were asked whether the course equipped them with knowledge decisive for&#13;
 development of professional careers, whether it helped develop practical skills; in what way&#13;
 acquired skills affected development opportunities of a career; whether completing the course&#13;
 meant promotion or changing qualifications, e.g. from production to marketing; and finally&#13;
 - whether expectations regarding skills and qualifications, which the course brought differed&#13;
 from the reality.&#13;
 The questionnaire addressed to the company contained the following parts: content of&#13;
 training, realisation of training courses and management development, general remarks and&#13;
 characteristics of the company. The questionnaire was mailed to companies sending their&#13;
 employees to training courses.&#13;
 The total of 951 questionnaires were mailed, of which 786 to course participants and 165&#13;
 to empanies. The index of received answers was: 15,9% and 15%, respectively.

Remuneration for work is the main source of livelihood for a big part of all employees.&#13;
Significant changes occurred in its levels and relations between particular categories of&#13;
employees during the period of economic system transformation. The research project aimed&#13;
at determining changes in relations between wages of employees in private and public sectors,&#13;
both women and men, employees on worker and cognate jobs and employees on nonworker&#13;
jobs, as well as employees with different education levels. The survey showed that the years&#13;
1991-1997 witnessed a significant growth of differentiation between wages of employed women&#13;
and men, persons with different educational backgrounds, and persons on worker and&#13;
non-worker jobs. A particularly high level of variations in wages collected by persons with&#13;
different qualifications and educational levels was observed in the private sector. It is an&#13;
important finding, because the expected further growth of the private sector’s share in the&#13;
Polish economy can lead to a further deepening of wage differentiation with all its consequences.
