Accordingly to changing rules of management of Polish economy rules and&#13;
tasks of the computer centers in enterprises are changing. Up till now computer&#13;
centers have taken care of data processing mainly for statistical purposes, not&#13;
having paid great attention ti current problems of businessmen. At present in&#13;
foreign trade enterprises there are big Electronic Data Processing Sections&#13;
with big computers, but also microcomputers PC/AT or PC/XT, connected or not&#13;
with the main computer start to work. Personal computers support decision-making&#13;
process in executive export-import sections. Process of building the&#13;
quality new structure of computer systems is complicated. Problems of it are&#13;
presented on the example of the Chemical Import-Export Enterprise Ciech-Stomil.

When proceeding to conclude a contract trading partners usually hope that&#13;
their Joint agreement will be executed without any major disturbances and both&#13;
sides will be - fully satisfied. In practice, however, disputes between the sides&#13;
to a contract often arise. It is only a relatively small group of causes&#13;
that contains an elenent of forco majeure in it, that is to say their occurrence&#13;
does not depend on man's will to any extent whatsoever, while all&#13;
the others result generally from negligence, recklessness, or human fallibility.&#13;
This group of causes was submitted to a more detailed analysis.&#13;
Thus, for example, at the stage of preparing and negotiating a contract it&#13;
may happen that an incomplete offer has been submitted, the quality of goods&#13;
has not been negotiated precisely, or an error has been made in the content of&#13;
a contract or in the form of an arbitration clause contained in it.&#13;
More various errors could be distinguished at the stage of a direct execution&#13;
of a trade agreement, e.g. a failure to send a shipping Instruction on&#13;
time, typing errors, unpunctual payments, wrong packaging of goods and others.&#13;
This article does not list, of course, all causes of disputes in foreign&#13;
trade, still it is based on an analysis of a number of controversial situations,&#13;
which made their way to the Board of Arbitrators attached to the Polish&#13;
Chamber of Foreign Trade in the 70 s and the 80 s.

The history of logal regulations concerning foreign investments in Poland&#13;
is quite short, although it is much more complicated than their role in the&#13;
economy so far. The main problem was inherent in the adaptation of foreign&#13;
entitles to the management system based on commands and central allocations of&#13;
Industrial supplies in conditions of an economic disequilibrium in Poland.&#13;
That is why it will be difficult to ensure attractive conditions of their activity&#13;
for foreign Investors and, simultaneously, safeguard the fundamental economic&#13;
Interests of the country without carrying out comprehensive changes initiated&#13;
by the Stabilization Programme. The present version of the Law about&#13;
partnerships with foreign capital also calls for « radical change to eliminate&#13;
numerous elements of the administrative control over the process of foreign&#13;
investments.

Today services play quite a significant, role in international trade alongside&#13;
goods. This refers to services connected not only with such spheres as&#13;
banking or transport but also with telecommunications and the right to patents.&#13;
This is best confirmed by the fact that during the negotiations taking place&#13;
within the Uruguay Round (started in 1986) besides negotiations concerning&#13;
products a great deal of attention Is devoted to international trade in services.&#13;
That problem was advanced by the United States as one of topics for multilateral&#13;
trade negotiations carried within the framework of GATT.&#13;
Hence it seemed justified to discuss this problem in the present article.&#13;
It was divided Into two parts, with the first of them dealing with reasons&#13;
leading to the new round of multilateral trade negotiations within GATT. It&#13;
analyzes the stances taken by particular countries taking part in the negotiations&#13;
and points at their divergences. The second part deals with International&#13;
trade in services tackled in greater detail, and it points at the necessity of&#13;
regulating and liberating it.&#13;
An attempt has been also made to analyze implications of liberalization of&#13;
trade in services from the viewpoint of Poland's interests
