Specjalne strefy ekonomiczne w Polsce jako narzędzie realizacji polityki gospodarczej państwa
Pastusiak, Radosław
Main goal of this articles is to describe influence special conditions created in Special
Economic Zones to the efficiency of polish companies and compare with company in running
business outside SEZ. SEZ were created in Poland in 1994, when established Special Economics
Zones Act. Now function 17 SEZ in Poland. Region which would like to created SEZ had to
perform conditions like this:
• structural unemployment area;
• develop right infrastructure.
SEZ was created because:
• develop selected sectors of economy;
• decrease unemployment;
• increase export.
Companies investing in SEZ have some privileges:
• fiscal-tax reductions;
• higher rate of amortisation;
• reductions in social security payments if employ new workers;
• reductions of local tax;
• public financial help;
• duty reductions;
• administrative help.
Running a business in SEZ in my opinion it is profitable alternative in government
economic politics. Conditions in SEZ are balanced between advantages for investor, society
and government. In Poland SEZ initiated economy growth and created polish economy
competitive for international (global) companies.

Kierunki rozwoju spółdzielczości w krajach Europy Środkowo-Wschodniej
Kietlińska, Krystyna
Last decades are characterised by quick economic development. It causes the better fulfill
the needs of the society. On the other hand it effects the negative economic phenomena such
as: unemployment, homelessness, poverty e.c.
These problems make the governments seek new forms of organisation to alleviate them.
One of the solutions is to develop cooperatives.
A characteristic feature of the developed countries is the speed development of these
organisations thanks to tax incentives and other privileges given them by the government.
Central and Eastern European countries have entered 14 years ago the rough path of
building a democratic state. A characteristic feature of these countries is to privatise the
state-owned enterprises. That is the reason why there is no space for re-building cooperatives
to defend citizens interest.
This paper ames to answer the question; what are the tendencies in the development of
cooperatives in Central and Eeastem European Countries.
Two groups of countries are investigated:
• EU members, with quite high economic development (Poland, Czech Republic, Hungary);
• less developed countries, who are not members of the EU (Bulgaria, Lithuania).
The analysis allows to appreciate the grade of the development and conditions of activity
of the cooperatives in these countries.

Burzyńska, Dorota; Stępniak-Kucharska, Anna
Special economic zones are one of elements of the state regional policy. Their basic aim is
to foster economic development of regions with high level of unemployment or requiring
restructurisation. This conception is the subject of debates on their positive and negative
consequences. The article presents SEZ’s characteristics, targets, and legal conditions. It points
out tax preferences for entities operating in SEZ, and the scope of such instruments after
Poland’s joining to EU. The author also evaluates the merits and demerits of SEZ in present
economic conditions.
