The drive for stimulating economic activity of disabled persons is a serious challenge in our&#13;
times.&#13;
The starting point in the article is statistical analysis of the population of disabled workers in&#13;
the context of their labour market position and conclusions indicating their difficult, yet improvable&#13;
situation. An insight into two main models of systems supporting employment of the disabled. one based on economic incentives and the other arising from anti-discriminatory laws, allows to&#13;
conclude that intermediate solutions combining elements of the two approaches are becoming&#13;
more and more important. The article presents results of empirical research conducted in enterprises&#13;
covered by the quota system. They highlight the system’s low effectiveness and the need for&#13;
its modification, taking into account barriers to employment of the disabled persons that were&#13;
identified in the course of the research.&#13;
The last section of the article describes forms of financial support available for enterprises&#13;
employing disabled workers and assesses the costs and benefits arising from their employment.&#13;
The assessment suggests that when workstations are carefully adapted to such workers, then their&#13;
employment may turn out financially profitable.&#13;
The deep-rooted negative stereotype of a disabled worker will remain a significant and&#13;
probably persistent problem. This stereotype should be combated by means of anti-discrimination&#13;
laws and other measures.

The age structure of societies living in EU member slates is changing significantly: the share&#13;
of persons at retirement age in the total number of population is steadily growing, whereas the&#13;
proportion of the pre-working age population is decreasing. This type of demographic processes influences the labour market, particularly its future condition. Some member states are anticipated&#13;
to suffer from the labour force shortage, aggravated by the ageing of the economically active&#13;
population. Another important consequence of the increasingly grow ing proportion of population&#13;
at retirement age in its total number is macro-social problems with financing their old age pensions.&#13;
This calls for stimulating economic activity in the older age groups - a difficult challenge&#13;
faced by the social policies in the member states.

The ageing of European societies does not necessarily have to decrease the productivity of&#13;
economies. After some preliminary conditions have been met, targeted actions built on a selection&#13;
of forms of work and work organization solutions suitable for older workers can be launched to&#13;
increase their economic activity. The Lisbon Strategy approved in March, 2000 explicitly requires&#13;
EU member states to attain predetermined levels of employment rates for persons aged 55-64&#13;
years. In Poland, which is a relatively young country in demographic terms, employment rates&#13;
among older workers belong to the lowest. The action plan developed by the Polish government to&#13;
correct the situation (so-called Hausner Plan) was rejected by the society and so its implementation&#13;
was given up. Therefore, it seems a correct approach to try to identify opportunities and risks faced&#13;
by other member states, more successful in that area than Poland is. when considering the possibilities&#13;
of improving the position of older workers in Poland. Special attention is given to issues&#13;
such as investments in human capital and the duration of economic activity, types of jobs taken by&#13;
older workers in the EU labour market, the scale of older workers’ exposure to low quality jobs in&#13;
the EU, reactions of British employers to proposals for keeping older workers in employment.
