The article presents a general outline of the American concept of QWL, being an attempt a tradical changes in the entire work environment  A very wide range of problems, which are sought to be solved with in the framework of practical realization of QWL induces the author to conduct some comparisons of this concept with classical forms of industrial democracy realized in Western Europe.The first part of the article deals with socio-economic relations accounting for definite changes in the U.S. work environment , with a special attention focussed on those which have paved the way for a specific character of QWL programme in comparison with the European experience in this field.The second part of the article is an attempt at defining the QWL term and, simultaneously, it contains short description of characteristic features of the QWL concept and an attempt at evaluation of its practical realization in the U.S. This description is supplemented by an at tempt to substantiate the lack of interest in the classical forms of industrial democracy&#13;
in the U.S. (especially, lack of interest in the forms of indirect democracy). Moreover, there can be found a brief description of typicaly American experience aiming primarily at labour productivity improvement and betterment of interhuman relations and working conditions.

ach system of production may be approached as a unity  of two subsystems i.e . technical and social subsystems. These systems are mutually adjusting and overlapping each other, with each of them constituting, to some&#13;
 extent, a constraint for the other one. The kind of interrelationships existing between them is determined by requirements concerning effectiveness of production. Initially, the technical system strongly predominated and the social&#13;
 system had to adjust itself to it (taylorism, human relations) . Such a situation, otherwise known as technological determinism, was preserved till the sixties and the seventies. The changes begun at that time aim at a joint optimization of both these systems , at a harmonious co -operation of a man and a machine. The system of production being created in such a way carries a general name o f the social-technical system.

The article contains an analysis of the U.S. economic policy in the years 1980-1984. In 1980, when president R.Reagan was elected U.S. president, there was initiated in the Unted State sthe economic policy based on&#13;
principles of the theoretical concept of "Supply-Side Economics" constituting&#13;
the most radical turn in the U.S. economic policy since the time of the New&#13;
Deal o f Franklin D. Roosevelt. The author focusses his attention on analysis of four main packages of measures under taken by R. Reagan’s. administration:&#13;
reduction of taxes, budget reform, deregulation, and new money policy. Effects of realization of Reagan’s plans are assessed in the final part of the article.

Technical interpretation of socially indispensable time, which is represented by Rozenberg, remains in an obvious contradiction with foundations of the Marxist theory of value. The fact that Marx recognizes the impact of social demand on the value creation process ensues not only fron the views on the market value contained in the third volune of Das Kapital but already from the analysis of value in Volume I. The controversy between supportrs of the technical and the economic version was largely due to the fact that the supporters of the technical version were approaching the problem statically, while their opponents were emphasizing insufficiently the necessity of a dynamic approach to the socially indispensable time. In its static approach, the socially indispensable time may be understood in its technical sense, but in such a case we shall be applying a methodological fiction and not an economic category, which should reflect certain real&#13;
economic processes. On the other hand, in its dynamic approach the concept&#13;
of socially in di spensable time contains in it an element of social demand&#13;
in this sense th at through the mechanism of operation of the law of value&#13;
there appears a trend towards producing amounts of goods corresponding to&#13;
the social demand.
