The previous methods of estimating the living conditions of&#13;
the populatlon based on present cross-section of national statistics&#13;
allow only to determine the general situation of a given administrative&#13;
province against the background of the whole country,&#13;
or in comparison with similar areas. On the other hand, we possess&#13;
a rather poor knowledge about the scale of these spatial differentiation&#13;
at the level of an administrative rural commune, being a&#13;
low level of aggregation. To present the differentiation of the&#13;
living conditions at this low level of aggregation the author&#13;
has chosen a method of factor analysis. The performed researches&#13;
revealed that in the lowest structural units, l.e. in villages&#13;
we are dealing with a very modest system of facilities within the&#13;
area of the social infrastructure. This is due to concentration&#13;
of services in some area, and mainly in towns or centres of rural&#13;
communes. In rural areas there are simply absent some basic facilities.&#13;
This matter becomes even more acute if we take account of&#13;
the fact that this concerns also those facilities which should be&#13;
satisfying the basie needs.

The authors attempt to explain some essential problems connected&#13;
 with the shaping of the settlement network. The research&#13;
 results presented in this article possess a character of diagnosis&#13;
 of the present situation. The researches encompassed towns situated&#13;
 within the so-called central macroregion, with the main attention&#13;
 being focussed on:&#13;
 a) assessment of changes in functions performed by the towns&#13;
 under review in the settlement system over the period of 1973-&#13;
 -1978.&#13;
 b) determination of the rate of changes in development of the&#13;
 towns on the basis of demographic processes occuring in them over&#13;
 the years 1946-1970.&#13;
 The researches allowed to reveal a number of significant phenomena&#13;
 and causalities appearing in the settlement system, and&#13;
 among others the phenomenon of oubstitution of towns development according to their functions, size, apatial location etc.&#13;
 The size of the sample (93 towns), i.e, ever 10 per cent of the&#13;
 total number óf Po)and'a towns allows to treat the authors&#13;
 conclusion as ones of more general nature and since they may refer&#13;
 to majority of towns in Poland.

The superior role of local authorities in the development process&#13;
 of towns and administrative rural communes is commonly recognized&#13;
 and often underlined. It is also sanctioned by appropriate&#13;
 regulations. The present system of planning and managing&#13;
 the development of towns and rural communes is considered to be&#13;
 not sufficiently effective. Thus there should be taken into account&#13;
 possibilities of better application by local authorities of&#13;
 the exiating tools of management, and provision of new tools. Of&#13;
 great importance in this respects is proper allocation of investment&#13;
 outlays for implementation of development programmes as well&#13;
 as poasibilities of local authorities in the area of accumulating&#13;
 financial means and their uae in line with the requirements of a&#13;
 given area.&#13;
 This article is an attempt at estimation of the present system&#13;
 of financing investment projects from the viewpoint of needs of&#13;
 local authorities. It aims at formulating such solutions which&#13;
 might allow the authorities to utilize the financing system of investments&#13;
 in a way promoting increased effectiveness of steering&#13;
 the deyelopment of settlement structures. The methodological&#13;
 scheme of this work was based on simultaneous conducting of researches&#13;
 in two directions, of which one was of a more general character,&#13;
 and of theoretical type, while the other one was largely&#13;
 empirical. The theoretical studies encompassed problems of development&#13;
 of settlement structures and the present financinig system&#13;
 of investment projects. On the other hand, the empirical analysis&#13;
 aimed at determining the subjects and financing sources of&#13;
 the development of a definite settlement structure. The reaults provided by researches conducted in these two directions&#13;
 allowed to perform an assessment of the present situation&#13;
 in the field of financing the development of seetlement structures.&#13;
 Against this background, there wers formulated propositions&#13;
 of changes in the present role played by local authorities in&#13;
 this area, and thus - of changes in the present system of financing&#13;
 investment projects. In the author's opinion they should&#13;
 pave the way for more effective steering of the development of&#13;
 towns and rural administrative communes by local authorities.
