Abstract

Hadramaut jest regionem Jemenu o szczególnym poczuciu odrębności względem reszty kraju. W wyniku uzgodnień Konferencji Dialogu Narodowego region ma stać się podmiotem nowej federacji. Plan ten do dzisiaj nie został zrealizowany, a osłabienie państwa w wyniku wojny domowej spowodowało rozwój innych wizji na przyszłość regionu. Dwoma najważniejszymi jest koncepcja południowa i autonomiczna. Pierwsza dąży do restytucji Jemenu Południowego, co postuluje Ruch Południowy i Południowa Rada Tymczasowa. W ramach tej wizji Hadramaut stałby się osobnym podmiotem sfederowanego południa. W ostatnich miesiącach na sile coraz bardziej zyskuje wizja autonomiczna wspierana przez Sojusz Plemion Hadramautu, który zakłada szeroko zakrojoną autonomię regionu. Wszystkie wizje charakteryzują się innym dyskursem. Południowcy skupiają się na kwestiach politycznych, zwolennicy autonomii akcentują zagadnienia ekonomiczne. Wspierana przez władze centralne wizja federalna znajduje się natomiast w kryzysie, a władzy brakuje pomysłu, by zyskać poparcie ludności.

Hadramout is a region of Yemen with a particular sense of separateness from the rest of the country. As a result of the National Dialogue Conference, the region is to become part of a new federation. This plan has not yet been implemented, and the weakening of the state resulting from the civil war has led to the development of other visions for the region’s future. The two most important are the southern and autonomous concepts. The former seeks the restitution of South Yemen, as advocated by the Southern Movement and the Southern Transitional Council. Under this vision, Hadramout would become a separate entity within a federated south. In recent months, the autonomous vision, supported by the Alliance of Tribal Peoples of Hadramout, has been gaining momentum, envisioning broad-based autonomy for the region. Each vision is characterized by a different discourse. Southerners focus on political issues, while supporters of autonomy emphasize economic issues. The federal vision, supported by the central government, is in crisis, and the government lacks a plan to gain popular support.
