Problematyka skutecznego nadzoru właścicielskiego przedsiębiorstw sektora publicznego w świetle teorii praw własności

Abstract

W artykule zaprezentowano wybrane aspekty skuteczności polityki ekonomicznej państwa w kontekście sprawowanego nadzoru właścicielskiego oraz przedstawiono specyfikę nadzoru korporacyjnego przedsiębiorstw sektora publicznego na tle teorii praw własności. Ponadto przedstawiono fragment wyników badań empirycznych dotyczących efektywności wybranych mechanizmów nadzoru właścicielskiego przedsiębiorstw komunalnych w kontekście ich uczestnictwa w gospodarce rynkowej. W końcowej części artykułu omówiono kierunki doskonalenia nadzoru korporacyjnego tych przedsiębiorstw.

The article presents chosen aspects of the effectiveness of economical policy of the country in the context of performed owner’s supervision and introduces the specificity of the corporate governance of firms of the public sector in the background of The Theory of Property Rights. Besides it presents results of empirical research concerning the effectivities of chosen mechanisms of the owner’s supervision of municipal firms in the context of their participation in the market economy. In the final part of the article directions of the improvement of the corporate supervision of these firms are discussed.
