Efektywność systemu zarządzania w gminie

Abstract

Every organization functions to attain a goal or a set of goals. Therefore, organization itself, as well as its management system has to be evaluated in terms of effectiveness which is a term wider than only the ability of achieving goals. A commune too is an organization which has to be evaluated in order to function properly, that is to satisfy the needs of the local community. As far as the private sector is concerned, the literature widely discusses the problem of measuring effectiveness. Thus the aim of the paper is to transfer the major theoretical approaches to the concept onto the field of managing communes.
