dc.description.abstractDuring the Lisbon European Council (March 2000), the European Union set a new strategic goal for the 2000-2010 decade: “to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion”. To achieve this goal the following basic fields of action were set: preparing the transition to a knowledge-based economy and society; modernising the European social model, investing in people and constructing an eifective welfare state. It is common knowledge that the Small and Medium-sized Enterprises in the European Union play an important role not only at an economical level, but also at a social and cultural level. Following the Lisbon Strategy, the specialised policies for the SMEs were demonstrated mainly in ‘The European Charter for Small Enterprises”, “European Company Statute”, “the so-called SME package” and in many other programmers. In particular the following lines of actions were set out: education and training for entrepreneurship; cheaper and faster start-up; better legislation and regulation; availability of skills; improving online access; strengthen the technological capacity of small enterprises; successful e-business models and top-class small business support; develop stronger, more effective representation of small enterprises’ interests at European and national level.pl_PL
