Oddziaływanie państwa na procesy innowacyjne w gospodarce Japonii

Abstract

The analysis presented in the article is focussed on the role played by Japan’s State in inspiring and implementing the Innovation policy. A crucial role in the State control if innovation processes is played by the “gyoseishido” system (administrative management), which allows the State offices to exercise their constant pressure on corporations. Simultaneously, however, it prevents the checking of innovation initiatives of the private sector by the central bureaucracy. The Ministry of Industry and International Trade (MITI) is the main animator and realizer of the innovation policy. Its activity consists mainly in initiating and coordinating innovation undertakings, coordinating investment projects connected with these innovations and stimulating innovations in corporations by means of tax-credit instruments. It should be noted that the State influence on corporations does not eliminate competition factor from the Japanese economy, because methods of the State control do not assume such forms that might distort operation of the market mechanism.
