Finansowanie przedsiębiorstw seed i start-up ze środków Unii Europejskiej w latach 2007–2014 oraz perspektywy finansowe 2014–2020

Abstract

Polscy przedsiębiorcy mogą aplikować o fundusze z Unii Europejskiej. Pomimo, że taka forma finansowania jest dość złożona i wysoce sformalizowana, stanowi ona wżne źródło pozyskania kapitału dla przedsiębiorstw, szczególnie w ich początkowej fazie rozwoju (seed i startup). Celem artykułu jest zatem identyfikacja możliwości finansowych oferowanych polskim przedsiębiorstwom na etapie seed i start-up przez Unię Europejską. Autorki dokonują identyfikacji narzędzi finansowych dla przedsiębiorstw seed i start-up, dostępnych w obecnym okresie programowania, z nawiązaniem do kolejnego 2014–2020.

Polish entrepreneurs can apply for funds from the European Union. Although the procedure for granting is relatively complex and highly formalized, it is an important source of financing, especially for SME’s in early stages of their development (seed and start-up). Therefore, the purpose of this study is to identify the financial opportunities that the European Union offers to the Polish seed and start-up companies. The authors identify financing tools for seed and start-up enterprises available in the current programming period, while referring to the next financing period 2014–2020. The article contains different forms of support from European Union, such as JEREMIE (Joint European Resources for Micro-to-Medium Enterprises) or CIP (Competitiveness and Innovation Framework Programme) initiatives, as well as Operational Programmes and Regional Operational Programmes. In addition, the article describes the initiatives that are prepared for the new programming period 2014–2020, such as the COSME (Programme for the Competitivness of Enterprises and SMEs) and the HORIZON 2020, which aim to bring new and more effective solutions in subsidizing the entrepreneurial activities.
