Finansowanie konsumpcji społecznej w CSRS
Streszczenie
Social consumption has been expanding much faster in Czechoslovakia than increase of its population and individual consumption. Expenditure from the state budget on social consumption tends to increase steadily. Further increase of it is dependent upon the effective performance of the entire national economy. There is considered a possibility of introducing payments for certain social services with their positive and negative effects. It is also postulated that the State should be responsible for provision of basic social services in order to prevent the most negative consequences of pay differentials and protect the economically weakest population groups. Thus, what is meant here are only these services which lie in the interest of the entire society. Payments will be exacted in case of the abuse of services and the waste of commonly accessible goods (e.g. medicines), to control the scope of services, and for above-standard services, as well as those, which are not classified among those enjoying top priority. There is also envisaged rationalization of socio-welfare activities in plants and, first of all, the reform of financing social services from the budget.
