dc.description.abstractThe governance concept, successfully applied to public organisations has its roots in regime theory from international relations. The path that international relations scholars have taken in the development of regime theory serves as a useful guide for the development of governance theory in public administration . The international regimes can be defined as bureaucratic regimes, patterns of cooperation between jurisdictions conducted by appointed officials, almost always in specific policy domains. The governance concept and its good governance rules: openness, participation, accountability, effectiveness, coherence are successfully implemented at the level of international institutions (for example the European Union). There are also advanced attemps to implement it at the state level. The idea of adaptation of governance rules to the level of territorial authorities to be very promising, but the research projects in this domains are very needed.pl_PL
