dc.description.abstractProblems connected with limiting public assistance and the necessity of seeking sources of external financing of development at the local level have become particularly important since the time the administrative system and principles of financing its activity changed. Involvement of non-governmental organisations in implementing public tasks grows despite a marked trend of reducing financial means for their activity. There is also observed a more active involvement of the non-governmental sector, which is expressed, for example, in strengthening its structure or looking for new integration forms. Shortage of finance for public tasks implemented in the years 1999-2002 by non-governmental organisations in the Lower Silesia Region persists and it even intensifies. It is a result of a general trend of reducing financial means coming from the central budget for financing public tasks by the local self-government units. It is confirmed by a deficit of funds at the regional level for co-financing projects in the field of social assistance in 2002 and a steady reduction of real subsidies for implementing these projects in previous years. Such situation is particularly disturbing at the time demand for social services increases significantly due to changes during the transformation period. The demand has intensified due to a simultaneous introduction of four major reforms. A growing number of applications for co-financing their activity and a growing number of non-governmental organisations, which seek such financing in this region, is not accompanied by a growth of funds provided by the state budget. A divergence intensifies between amounts applied for and those granted by different commissions, which decide about allocation of funds among different social policy fields. It can be observed that organisations operating in the third sector get more and more involved in accomplishing social policy goals (growing number of such organisations, growing number of projects, growing value of proposed activities). Meanwhile, financial support on the public administration part tends to decline.pl_PL
