Abstract

Infrastructure is indispensable, but indirect, factor of economic and civilization growth. A huge pace of changes evolved from technical and technological progress, and after it a demand for financial capital. Most countries is not able to cover capital absorbing infrastructure projects from highly tight budgets. A crucial issue is to find and implement some complementary sources, like PPP, private infrastructure funds, special designed for infrastructure needs public funds or project bonds. An aim of an article is to indicate difficulties in contemporary world in procuring funds to cover infrastructure projects on background of growing project needs of public infrastructure. The study in kind of scientific contribution of a great extend of practical application has a form of review based of thematic literature, published data and personal experiences from conducted for several years monitoring of infrastructure projects funding market, and its main task is to present a scale of unbalance between project infrastructure demand and potential sources of their funding.

Infrastruktura jest niezbędnym, chociaż pośrednim, czynnikiem rozwoju gospodarczego I cywilizacyjnego, Ogromne tempo zmian wynikające z postępu technicznego i technologicznego wymusza wzrost inwestycji na infrastrukturę, a co za tym idzie wzrost zapotrzebowania na kapitał finansowy. Większość krajów nie jest w stanie finansować wysoce kapitałochłonnych inwestycji infrastrukturalnych z wysoce napiętych budżetów. Istotnym problemem jest znalezienie i zaimplementowanie uzupełniających źródeł finansowania, jak PPP, prywatne fundusze infrastrukturalne, specjalne fundusze publiczne czy obligacje projektowe. Celem opracowania jest zobrazowanie trudności w pozyskiwaniu finansowania inwestycji infrastrukturalnych we współczesnym świecie na tle rosnących potrzeb inwestycyjnych zakresie infrastruktury publicznej.. Opracowanie w formie przyczynku naukowego o dużym stopniu aplikacyjności ma postać przeglądu wykorzystującego literaturę przedmiotu, publikowane statystyki oraz prowadzone przez wiele lat własne obserwacje rynku finansowania inwestycji infrastrukturalnych, a jego głównym zadaniem jest wykazanie skali problemu nierównowagi między zapotrzebowaniem na inwestycje infrastrukturalne a potencjalnymi źródłami ich finansowania.
