Abstract

The solicitation of Structural Funds encounters financial difficulties. Each subject who wants to get money from EU must accumulate its own funds. Money from the territorial selfgovernment budgets is not sufficient. The state realizes that because of public finances crisis territorial self-governments cannot or do not want to contract debts on hitherto existing terms. The aim of the article is to present instruments of state policy stimulating the activity and ability local government units to gain funds earmarked for projects со-funded by the EU.
